i am arriving on an international flight from usa at 2:45 pm to beijing

with connecting flight to Guangzhou departing 4:30pm. Is this enough time to get through customs and catch my connecting flight?  Also, I have 4 large pieces of luggage.  Are trolley carts available at baggage claim in Beijing and if so, where are they located and what type of payment do they accept?  Thank you!

Yes, your time is enough to make the transfer. Upon landing, at the luggage retrieving place, there are luggage trolley carts available, free of charge. You can get one easily.
