No, you are not allowed to travel to Tibet under 240 hour visa free transit. This option allows to visit, stay and explore many Chinese areas, but definitely not all of them. Tibet is one of them that are not permitted under 240 hour visa free transit. Just to inform you in a better way, I advise you to copy and paste the following link where you will easily see the allowed areas for a visit. Those allowed areas are painted in green color on the map: https://en.wikipedia.org/wiki/Visa_policy_of_mainland_China#/media/File:Maps_of_eligible_areas_to_stay_by_TWOV_in_China.png . In other words, you will have to adapt your segment as far as the regions you will plan to visit within mainland China.
