From Taiwan then layover (staying one night) in Beijing then to San Francisco

Am I eligible to use the 72 hour visa free permit? If yes, where and how can I get it?

Yes, you are qualified for the policy. You can put forward your request for transit to your airline in advance, and they can declare this to the Immigration Inspection prior to your visit. You will be granted a transit permit at the airport if you meet all requirements.
