HK Resident with PH Passport

We are HK residents holding a Philippine Passport. Can we apply and qualified for VOA?

Tin, the citizens of the Philippines are formally (technically) eligible for 5 days Shenzhen VOA, but in practice they have quite a poor success record, however, your residency in Hong Kong could support your application at Luohu border crossing. It is hard to predict the outcome, but I would say that because of the HK residency, your chances are very good.
