Jerald,

Current practice goes in favor of granting a Shenzhen and other VOA for citizens of ASEAN countries (southeast Asia) if they have old Chinese visa in their old or new passport as far as we talk about Shenzhen, Xiamen and Zhuhai visas. So, you will be eligible for this visa by presenting your old Chinese visa together with your application at the border crossing. As far as the embassies are concerned, they will always offer the answers where they will tell you that you cannot do something because they do not want to take a responsability. OK, this is logical in some way because by issuing you a visa in advance they are certain that you will never complain because you will be able to enter China.

Thanks for sharing this info. I'm crossing the border tomorrow from Hong Kong. I shall let you know if I'm able to cross successfully

Update: I was denied a VOA this morning, but I happened to be with an Indonesian. He was given a Visa but I was not. Apparently, they do not give VOA for Filipinos.

I am so sorry to hear that. You were denied even if you have presented them an old visa... This is really strange because the practice appeared to show in quite a different direction, roughly similar for all ASEAN countries. In any case, I can just say that I am so sorry and I will again tell you, thank you for your kind feedback.

Jerald, by the way...

Did an Indonesian citizen have a previously issued (old) Chinese visa? Or he was granted a visa without such a requirement?

Thank you once again.
