What are the specific travel restrictions in Xinjiang and in case a travel permit is needed (for example in Kashgar) how to get it?

Yes, you will need a travel permit and you must join in a group tour and cannot travel as an independent traveler. You need to entrust a local travel agency to get the permit.

Kashgar is not the only area. The other forbidden areas are Baihaba, Helgas, Bayanbulak, Bayanbulak section of Duku Highway, Hejing County. The list may be not incomplete.
