About:240-Hour Visa-Free Transit

Time restriction to get the transit visa-free policy

I understand that a Shenzhen VOA has a certain time frame which you can apply for the VOA, however does this policy have anything similar? Or can you arrive at any of the ports at any time and get the transit visa-free policy?

Actually, you cannot arrive at any port. If you plan to enter mainland China (Guangdong province) from Hong Kong, your only three options are a flight from Hong Kong to Guangzhou or a ferry to only two eligible entry points, Shekou in Shenzhen and Nansha in Guangzhou. To be precise, if you plan to use 240 hour visa free transit scheme, you can arrive at any time when the plane or ferries arrive. Immigration works all the time until the entry ports are open, while visa offices (for VOA issuing) have quite a strict opening hours.
