Is there a China VOA at the xiamen ferry port if one travels from Kinmen to Xiamen via ferry?

No, unfortunately, there is no available VOA office at Xiamen port. However, if your citizenship is among 53 eligible citizenship for 144 hour visa free transit, you can really arrive by ferry from Kinmen, stay within Xiamen city limits for up to 144 hours and then depart to a third country by plane, but without returning back to Taiwan and without having a flight that will have a stop in any other airport of mainland China. However, you can fly from Xiamen to Hong Kong.
