No, unfortunately. Xiamen visa on arrival exists only formally, but it has been stopped issuing years ago in reality.

Samuel, as one door closes, another one opens. As far as you know Indonesian citizens have become eligible for 240 hour visa free transit starting from today (June 12th). So, you can create eligible itinerary to enjoy this visa free scheme. The main detail is that your immediate points before and after mainland China are in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). So if you have entered mainland China from Taiwan, you cannot return directly to Taiwan, but you have to exit to a third country or eligible territory, for example to Hong Kong. From Hong Kong you can return to Taiwan. You can travel from Xiamen to Hong Kong by plane or train, but you will have to buy your ticket even before you depart toward mainland China and really take that plane or train that you have bought your ticket for. Have a nice journey.
