Bangladeshi citizens and hongkong permanent ID card holders can apply for visa on arrival ?

Nominally, there are no formal obstacles for a Bangladeshi citizens to obtain VOA. Now, the other thing is the daily practice by relevant Chinese authorities... Also, Bangladeshi citizens are among those who apply for a VOA very rarely, so we do not have any kind of feedback regarding Bangladeshi citizens eligibility.
