Transit: Beijing Daxing Intl Airport for 19 hours on 4th Feb
Destination: Sydney, Australia
Am I eligible for 24 hours VISA free entry to stay at hotel during transit hours?

Yes,and you need to simply get a 24h temporary entry permit at the border inspection counter to leave the airport.
