after humanitarian visa can be work permit or need apply new Z visa?

my permit finish 10 of march, Suzhou cultural bureau don't apply documents in quarantine period. humanitarian visa can give me time to apply documents for new permit? after humanitarian visa can be work permit or need apply new Z visa?

Under current rules the deadline for a work permit/residence permit renewal is still 30 days before the expiration of your original work permit.

After that you need to start the entire work permit process from scratch although whether you need to leave China during this period is up to the local immigration office.
