Is it possible to apply for Humanitarian Visa if you don't have a certificate of completion?

Can anyone please help me. I'm a student and just finished my Chinese Language program last June, I've already applied to another University for English Bachelor Degree but didn't receive a certificate of completion due to my absence in class (I asked permission for this since I happened to have to attend to a family matter back to my country). Do you think they will grant my visa application without certificate of completion?
