Can i get tourist visa from hongkong. My humnitarian visa in china is about to expire?

I have humnitarian visa in china and about to expire. Im about to extend it in china however the immigration is closed at this moment because of the virus. Im from the philippines. Is it possivle that i can get tourist visa first in hongkong?

Due to the virus in mainland China, I doubt whether you can apply for a China visa at Hong Kong. Maybe it's possible after half to one month.
