Having an accommodation done through the airlines is always a good thing and it will greatly improve your chances to be granted a temporary entry permit upon your arrival in Beijing.
A temporary entry permit is a permit that you will receive or not when you travel on 24 hours visa free transit. In other words, practically everyone who is not unacceptable for Chinese authorities for some reason is allowed to travel on 24 hours visa free transit, but the issuing of a temporary entry permit is another thing. This is a permit that allows a traveler to exit the airport and to enjoy his/her time in the Chinese city as he/her wishes. Two different things, but you cannot get a permit without traveling on 24 hours visa free transit.
You can only apply for this permit upon your landing in Beijing. There is no other way. This application is free of charge and also the permit when you obtain it. To be granted a temporary entry permit, you will literally approach the counter with the sign: 24 hour visa free transit. You will just look for one upon your landing and you will not miss it since it is very well signposted. In any case, you will freely ask a ground airport staff to tell you where this counter is. It can be close to the immigration, but it can be somewhat different from one to the other airport. Also, you will usually see the queue of people waiting for the same permit in front of this counter.
