Unfortunately, your itinerary is not eligible for any visa free transit scheme. The basic rule of 240 hour visa free transit requires that the immediate points before and after mainland China are located in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). As you can see your both immediate points are in Hong Kong. In order to make your itinerary eligible I suggest you to introduce nerby Macau. You can create in this way an eligible itinerary of the following types: SFO - Hong Kong - Chongqing - Macau - Hong Kong (Macau to Hong Kong by ferry or bus) - SFO or SFO - Hong Kong - Macau (Hong Kong to Macau by ferry or bus) - Chongqing - Hong Kong - SFO. I know, this is a bit od a hassle, but the itineraries as suggested guarantee that you will be eligible for 240 hour visa free transit. Hope this helps.

We just did a similar route SUB - HKG - MFM - PVG - HKG - SUB and it worked.

A small note, do arrive earlier for the flight into the mainland. In our case, it is the flight from Macau (MFM) to Shanghai (PVG). Ground staff might need to do some special handling as we "don't have visa" to enter China.
Be ready with the documents needed. We printed our next flight (PVG-HKG) and our hotel reservations in Shanghai. The staff at that time only ask for our next flight (PVG - HKG).

Wish you have a smooth journey like we did. Cheers
