About:240-Hour Visa-Free Transit

My itinerary is USA - BEIJING to SHANGHAI - TOKYO - USA

My flight schedule is as below.

EWR (Newark, USA) - SFO (San Francisco) - PEK (Beijing) - PVG (Shanghai) - HND (Tokyo) - EWR (Newark, USA)

1. I'm travelling from Beijing to Xian by high speed train and then flying to Shanghai
2. I'm staying in Tokyo only for 12 hours
3. My total stay in China is only 9 days

Am I eligible for TWOV program since I'm proceeding to third country from China, though I'm not staying in Japan for long?

Your itinerary is eligible for 240 hour visa free transit in every aspect and you do not need a visa of any kind. You should not worry at all because the basic rule of 240 hour visa free transit requires that the immediate points before and after mainland China are located in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau) and in your case, your immediate points are located in US and Japan - two different countries.
