About:Visa on Arrival

My friend will land in HK and will stay 5 days in Guangdong province

and his flight back home is also from HK airport. So, could he obtain his 5-day visa at Luohu port?

Yes, he can if his citizenship is eligible for a Shenzhen VOA. Also, he has to be aware that he will be able only to stay and travel within Shenzhen Special Economic Zone that coincides with the city boundaries. He is not allowed to travel to other parts of Guangdong province with this visa.

Instead of obtaining a Shenzhen VOA, he could maybe think about taking a direct flight from Hong Kong to Guangzhou, spend 6 days throughout entire Guangdong province on 144 hour visa free transit and after that return to Hong Hong, but via Macau by ferry. Of course, he would have to book a ferry ticket from Shenzhen Shekou port to Macau in advance.
