Travel to Xiamen 12 hour layover - do I need a visa

Hi there

Travelling from YVR-XIAMEN-BALI . Transiting Xiamen for 12.5 hour layover. Do I qualify for a visa on arrival? Or visa exclusion of I let the airline know this? I've heard mixed responses
