Of course, in some cases, especially when people travel on separate tickets or when they have more than one stop within China, this permit is granted practically automatically, but in the cases when people travel on a single (through) ticket, then you need a bit of luck to be granted a permit. The longer the layover, the bigger the chances to be granted a permit. More hours of layover during the night and an accommodation booking confirmation, the bigger the chances to be granted a permit and the citizenship where those who belong to 53 eligible countries for 144 hour visa free transit are more likely to be granted a permit than the citizens of the countries that are not eligible for that visa free scheme.
Of course, you should not confuse a temporary entry permit with 24 hour visa free transit. You will perform your transit, but you may have to wait until your next flight within the airport transit area.
