24hr Visa Free - Entry in Hohhot with multiple Chinese cities layover

Hello. I am flying from Ulaanbaatar to China through Hohhot. Under a different flight booking, I will continue my journey from Hohhot to Chengdu/Guangzhou/Zhengzhou + Fuzhou before back to Jakarta. Is this multiple booking tickets allowed within the 24 hours free-visa? Especially given the entry point being Hohhot, and I have to go through immigration to get my luggage? Happy to hear if you have alternative routing via train/otherwise. Thank you.

Yes, as long as your total shceduled time in China is no longer than 24h. If your luggage is checked through, you will only go through the immigration and custom and if not, yes, you have to go through the immigration, then collect your luggage and go through the customs at last.
