The first and the most important detail is that the Singaporean citizens can enter / exit China absolutely visa free in the same way as they can enter / exit Malaysia. Now, about your specific inquiries:
1. Yes, you definitely can and will exit Hefei airport. The fact is that the immigration formalities in China always happen at the very first point of landing. In other words, you will enter China in Hefei and not in Harbin. Also, you will not exit China in Harbin, but in Hefei! Your segments Hefei -> Harbin and Harbin -> Hefei are purely domestic regardless of the single ticket nature of your Singapore -> Harbin flight path. In other words, when you land in Hefei you will fill out arrival card (it is recommended to fill it out online at official Chinese National Immigration administration website), perform the fingerprinting and after that you will proceed to the immigration and finally to rest in your hotel or to explore the city.
2. Your flight will be performed by China Eastern Airlines and consequently you will have to collect your baggage upon landing in Hefei and after your return to the airport you will re-check it again for the segment Hefei -> Harbin. You can leave your baggage at Hefei airport baggage facility. but only if you arrive before 21:00 because after that the facility is closed.
