About:24-Hour Visa-Free Transit

Less than 12 hours transit at Xiamen

I'm Indonesia passport holder and I will travel with Xiamenair from Amsterdam to Bali and will transit for 8 hours at Xiamen, do I need a visa or I can rely on the TWOV regulation?
