Yes in principle, but your itinerary has to fulfill the following conditions:
1. Your flight from, I assume UK, to Shanghai should not have any additional landing within mainland China and in the country that will be the first to visit after you leave Shanghai by cruise.
2. Your cruise should not have as the first port call, immediately after you leave Shanghai, in mainland China.
3. Your cruise should not have as the last port call, immediately before Shanghai, in mainland China.
4. Your flight from Shanghai to UK should not have any additional landing within mainland China and in the country where you had your last port call, immediately before Shanghai.
So, I assume that you fulfill all the mentioned conditions, but I encourage you to review your itinerary, just for a case.
If all the conditions are met, you are definitely eligible for 144 hour visa free transit twice. OK, maybe for 24 hour visa free transit during your second arrival in Shanghai because maybe your stay will be shorter than 24 hours. Anyway, this detail does not change anything regarding your visa free travel. By the way, I encourage you to use correct terminology because you will not use a transit visa, but visa free transit schemes, 144 hour visa free transit and maybe 24 hour visa free transit. Just to avoid any possible misunderstandings.
