About:72-Hour Visa-Free Transit

I am Sri lankan. China eastern has been suddenly change the flight. I have to stay more than 24hrs.

first Kunming and then Shanghai. can I apply when i arrive china ?

You cannot apply when you arrive in China. You must contact the airline and get them to re-book you on a flight with less than 24 hours in China. Otherwise you will need a visa in advance.
