Eligibility for free 144 hour visa via entry by train from Ulan Bator to Beijing

The train from Ulan Bator to PEK arrives at the main Railway Station. Does this mean that a person entering the country this way is NOT eligible for the free 144 hour visa since the entry point for that visa is Main Railway Station WEST??
