About:240-Hour Visa-Free Transit

Taiwan - Shanghai - Philippines

Does this qualify for the 144 hour visa free transit? I did not see the Philippines on the list. I have a US passport though, does that make a difference?

The 53 countries listed are valid nationalities, not origins and destinations. USA passport is ok.
