I will be landing in Beijing Capital Airport T3 but my friend arrives several hours later in T2

so I was planning to meet her in terminal 2 but want to have a meeting place after exiting immigration set. I've seen conflicting reviews on places and if they are outside of immigration or not and it seems there is a starbucks in terminal 2 international arrives (where she will be landing) that the public can access and she will be able to find it after exiting customs. Is that true or is there any other meeting place you can provide in terminal 2 in the public area? Thanks for all the help!
