About:24-Hour Visa-Free Transit

15 hour layover in Beijing, Filipino citizen, Am I eligible for 24 hr TWOV?

Hi Everyone.
We have a flight on September Budapest - Beijing - Manila with 15 hrs layover in Beijing. I am a Filipino Citizen. Am I eligible for 24hr TWOV? and since our layover is quite long, we want to avail a temporary permit to exit Beijing Airport. How can we go about it?
We tried it in Shanghai but the airport staff were not helpful. We had a 10 hr layover in Shanghai (Paris-Shanghai-Manila) last January but we were not able to get the temporary permit because the airport staff were not helpful. Hope you can guide me with the process. Thanks!

Christine, the first and the most important detail is that your itinerary is eligible for 24 hour visa free transit since your immediate points before and after mainland China are located in two different countries (Hungary and Philippines) and you definitely do not need any kind of visa. Having such a long layover of about 15 hours is fine and acceptable. If you want to exit the airport this is never guaranteed because this is not an inherent passenger right, but just a discretionary decision by the immigration official on the day. In any case, your chances to be allowed to exit the airport are very good based on your very long layover. So, when you land in Beijing, before the immigration, you will approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight tickets and your hotel booking confirmation (if you plan to stay at the hotel) along with a form (arrival card) that you will fill out. This application is free of any charge. After a short check you will receive a temporary entry permit and after that you will head to the immigration and finally to the city to have your time on your own. I wish you a success in obtaining a permit, but you should also be prepared for a negative outcome. Hopefully, the latter will not be the case. Have a nice journey.
