About:144-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

I am a US passport holder, would like to fly to Ningbo from Hong Kong

Stay in Ningbo for 2 days and then fly back to Hong Kong. Does the 144 hrs transit visa apply for my plan please? By the way, the place of birth on my US passport is China, not sure if that makes any difference?

You need a visa because you're clearly not in transit at Ningbo. That's a visit to China.
