About:Visa Policy of China

layovers in china, DO I NEED A VISA

My family had an issue boarding their flight from Manila to LAX. They had two layovers in china and the airline refused to board them because they didn't have a Chinese entry permit. Did they need a Chinese entry permit for two layovers in China, even though its not passing the 24 hour admittance.

Their first layover was suppose to be in Guangzhou and the next one was in chengdu.

They were correctly denied boarding. Transit including multiple stops within China is permitted at Guangzhou only when the first transit point is Beijing.

So if their first stop was in Beijing than Guangzhou, they would’ve been ok to board?
What about other stops in China? For instance if they were to have one stop at Shanghai, Hong Kong, or Beijing? Would they have an issue boarding? It’s really hard to not find a flight from Manilla to Los Angeles without having any stops in China.

Pristine, Manilla-Beijing and Guangzhou(less than 24 hours)-Los Angeles will be fine for the 24 hour direct transit, and you don't need visa for that. Nice trip.

To answer your question, yes, they would be allowed to board if their first stop is Beijing. In fact a number of Chinese cities have weird transit rules, such as Weihai or Wuhan which does not allow multi-stop transit for only US and Canadian citizens, or Shenzhen which complete bans visa-free transit. Hong Kong is a separate immigration jurisdiction which offers 90-days stay for US citizens. There are also no restrictions for transiting in Beijing or Shanghai.
