About:24-Hour Visa-Free Transit

Jinan layover

Hi,
We are holding Singaporea Passports, and will be travelling to South Korea via Shandong airlines.
Singapore (SIN) → Jinan (TNA) → South Korea (ICN), with a 11-hour layover in Jinan.

Please correct me if I'm wrong:
Upon arriving at Jinan Airport, we need to apply for the Temporary Entry Permit on the spot. Once granted, we can exit the airport, then return in time to catch the connecting flight to South Korea.

Repeat the above steps for the return leg.

Question - do we still need to fill up the online arrival card through Chinese National Immigration Administration website even though we will be applying for the temporary entry permit on the spot?

Lim, I would like to inform you that the citizens of Singapore do not need 24 or 240 hour visa free transit schemes because they can enter mainland China absolutely visa free for up to 30 days. Simply speaking 24 or 240 hour visa free transit are irrelevant for the citizens of Singapore and consequently, you do not need them. Also, you should not bother yourself about the flight route because you can travel to China from Singapore and return to Singapore directly, if you want.

So, the answer to your question is, you will need to fill out arrival card and I recommend you to do it online through Chinese National Immigration administration (NIA) website ahead of your travel. It will be much easier to fulfill the immigration requirements if you do that. Just forget about temporary entry permits, you do not need them. Basically, you should not bother yourself with any additional detail because this will be quite straightforward for you. I hope this helps.

In other words, when we arrive at Jinan airport, we will join the regular immigration line for foreigners to exit the Airport?

Is it possible for us Not to collect our checked-in baggage when exiting Jinan airport? As in, can we only collect it when we arrive in South Korea?

Lim, you are correct in your assumption that you will queue at the regular immigration line for foreigners. You are encouraged to fill out your arrival card online, ahead of your departure toward mainland China and upon landing and before the immigration line you will just perform fingerprinting at the self-service (automatic) fingerprinting machine.

As far as your baggage is concerned this is something that is related to the airline and airport policies, but the huge chance is that your baggage will be tagged all the way to South Korea. In any case, you will know about that detail at the moment of your check-in in Singapore. If the baggage is not tagged all the way to South Korea, you will collect it in Jinan and deposit at Jinan airport left baggage facility. I hope this helps.
