About:24-Hour Visa-Free Transit

Around 3 hours layover in Xiamen

I would be flying from Amsterdam to HongKong through Xiamen and would have around 3 hours layover in Xiamen. I am flying with an Indian passport. Am I eligible for the 24-Hour TWOV ?
