About:144-Hour Visa-Free Transit

US Citizen - Arrive PVG, Depart to HKG

While the 144-hour free transit policy in Shanghai sounds fairly straightforward, in my experience no one at the Chinese consulate in LA or the CNTO knows anything about it. If I arrive via air from the US at PVG, stay entirely in Shanghai and the immediately surrounding area for less than 144 hours, and then depart PVG for HKG (ticket has already been purchased), I should be able to take advantage of this policy (barring any changes in the next few months)?
