The basic rule of 240 hour visa free transit requires that the immediate points before and after mainland China are in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). You can clearly see that their itinerary has both immediate points in one territory - Taiwan and that is not considered a transit, but a round trip. In order to make their itinerary eligible/acceptable it is necessary to create an itinerary where the immediate points, before and after will be in two different countries or eligible territories, for example, US - Taiwan - Shanghai and then Shanghai - South Korea - US or US - Taiwan - Japan - Shanghai and then Shanghai - Taiwan - US.
