Transporting a 100 watts solar panel

I bought a tickect to board Sichuan Airlines from Chengdu to Dubai, i'm i allowed to take 100 watts solar panel? if yes, can it be checked as baggage or hand hand baggage?

It should be OK with carry-on luggage. Have no idea about Sichuan Airline. The Eastern Airlines says battery between 100wh-160wh can be arranged as carry-on luggage with airlines permission.
