It is unclear whether PNG is Penang or some other airport. Never mind. The answer is, you do not need any kind of visa because your entire transit time within mainland China is shorter than 24 hours. You can choose to stay at the airport (its transit area or airside as it is usually called) by just making a walk from one to the other gate. In this case you do not need to perform any formality and you do not have to fill out any forms and you will not be a subject of immigration and customs inspection. If you decide to exit the airport, the first thing upon landing will be to approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight tickets and your accommodation booking. This application is free of any charge, but its outcome may be negative because the granting of the permit is based on discretionary decision of the Chinese immigration on the day. In any case, you do not need a visa and you can proceed with your travel plans with absolute peace of mind.
