Actually, if you are traveling on the same ticket your entire itinerary, you do not need a temporary entry permit when you arrive in Shanghai. In other words, if you do not intend to exit the airport, you will just walk from one to the other gate and you do not need to perform any formality nor fill out any form. However if you want to exit the airport in that case immediately upon your landing in Shanghai the first thing that you will do will be to approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight itinerary and your hotel booking accommodation if you plan to have a hotel stay. In any case, it is important to understand the fact that the issuing of the temporary entry permit is not a passenger's right, but a bonus that is offered based on discretionary decision to those with long layovers, disabled passengers and those with small children. In any case, you should try and hopefully it will be resolved in your favor, although you can expect both outcomes.
