transit in xiamen

Hello,so after i read the 24hrs Direct Transit,I decided to fly Xiamen Airlines from Bali to Vancouver and I'm Indonesian nationality. As soon as I issued return tickets online,the airline called and told me I need to have a double entry visa to China,or else i would not be allowed on board. The flights lay over in Xiamen on both side are less than 24hrs,and I don't really have to do sight seeing if I need to apply normal visa,I can just stay in the airport. But they replied is the same,they won't let me on board without a double entry visa to China.
Also my friends were flying from Philippines and they were having the same problem. The Airline Cebu Pacific told them exactly the same thing before their flight,so they did the visa beforehand to be allowed on board and when transit in China,they used 24hrs direct transit,and the visa they applied beforehand was not use at all.
can somebody advise me what to make sense of this situation.

Irene, you mean you will travel like Bali-Xiamen (24 hours)-Vancouver-Xiamen (24 hours)-Bali? If yes, in principle, you can use the 24 hour direct transit in Xiamen in both directions, but if the airlines won’t allow you to board the plane, you may need to apply for a double-entry visa in advance.

Hi Ariel thx for ur reply, yes that's what I mean, not all airlines apply 24hrs transit visa, seems they only acknowledge the 24hrs if ur nationality are included in the 72hrs countries.
This is so annoying.
