can one use humanitarian visa or 10 days exit permit granted by the PSB after a period of x-type overstay to apply for student X type if you have the jw202 and admission letter from an university?

If you have the JW 202 form and admission letter, you can submit the application for a new X type as soon as possible within the 10 days. If you don't submit the application within the 10 days, you will overstay in China and it will cause troubles to you.
