Transit in Xiamen, for almost 19 hours

Hai, i'm using Xiamen air to go back to Indonesia from Seoul, Korea. and the lady in the airport didn't allow me to check in, because i need visa transit for that, I already explain about just transit for less than 24 hours, but she still can't helped me. So the free transit for 24 hours isn't applicable? can't i just make the VOA there?

Aldy, in principle, you qualify for the 24 hour direct transit in Xiamen if you travel like that. If it cannot work, you can try to apply for a VOA there.

Yeah,but i just knew there's a new rule since last october,2016, that we indonesian, and some of other countries(the total is 19, but i don't know which countries it is) must have transit visa when visit xiamen airport, even it's for less than 24 hours. That's suck :(
