About:144-Hour Visa-Free Transit

Taiwan - Shanghai - Taiwan

Is it possible to use the 144 hour Visa if i travel Taiwan - Shanghai - Taiwan?
Or do i have to leave to a 3rd country?

No, this itinerary does not qualify. You have to leave for a 3rd country.
