Cruise ship docking in Shanghai

We will be on the Celebrity Millennium which will be docked in Shanghai for less than 24 hours. The ship is coming from Japan and will be going back to Japan. Can we use the 144 hour visa since the ship is not going to a third country? We are US citizens.
