About:72-Hour Visa-Free Transit

Australians on cruise docking 16 hours in Shanghai

We are Australian citizens arriving in Shanghai on a CRUISE SHIP. Our cruise commences from Brisbane, Australia but docks at Papua New Guinea, Manila and Hong Kong before arriving in Shanghai. We arrive Shanghai at 7:00am and depart Shanghai on the same cruise ship at 11:00pm that same night - a total of 16 hours spent in Shanghai. The cruise ship then sails on to Busan, South Korea, Japan, Alaska, USA and eventually returns back to Brisbane, Australia.
We would love to look around the city of Shanghai and will not be entering any other province during our 16 hour visit.
Are we eligible for the 144-Hour Visa-Free Transit while in Shanghai? Do we need to complete any online applications before we board our cruise ship; or can we apply for the 144-Hour Visa-Free Transit at Shanghai Port International Cruise Terminal?

The qualities for the 24 hour visa free transit since stop is under 24 hours. You apply for it upon arrival.
