Passport restiriction in Zhejiang

I am working in Zhejiang province and it is said that entrance to Zheijang province is restricted for Turkish people as well some other countries for security reasons until September because of G20 summit in Hanghzou. My mother wants to visit me. She has a special passport given to government personnel. Is entrance restriction for every passport or are people with government passport allowed?
