I am saudi and i plan to visit tibet how i can apply for visa ?

Obaid, you should first apply for a tourist L type to enter PRC. After entry to PRC, you need to find a travel agency to apply for the Tibet Travel Permit for you, and then you need to book a tour to enter Tibet for a visit.
