When looking to buy pearls or silk..do we have to haggle / bargain for prices in these markets? Do the vendors speak english?

Yes, in general, if you bargain with them, you will save some money when buying pearls and silk. And as I know, most vendors of these markets can speak simple English. They will understand the meaning when you ask for a cheaper price.
