You can visit Xi'an visa free as a UK citizen, under 240 hour visa free transit scheme. This is doable, but you will have to create an eligible itinerary in this regard. So, your itinerary has to have its immediate points before and after mainland China in two different countries or eligible territories. Eligible territories are Hong Kong, Taiwan and Macau. Under 240 hour visa free transit you can cross the provincial border or in other words, you are not at all limited to flights arriving and departing to/from Xi'an. You can travel within mainland China, by arriving into Beijing and departing from Guangzhou and between them you can travel by train or plane or bus, as you wish. The essential detail is that the immediate points are located in two different countries or eligible territories. For example these are the examples of eligible itineraries:
UK - mainland China - Thailand
UK - mainland China - Hong Kong
Japan - mainland China - Taiwan
South Korea - mainland China - France
As you can see the immediate points are in two different countries or eligible territories. Again, within mainland China, you can mix your arrival and departure cities. You can arrive into Beijing and depart China from Shenzhen or Shanghai or Xi'an. However, you will have to have your exit ticket from mainland China toward a third country bought in advance, even before you depart toward China.
