Edward, Gongbei Border is very busy. I can tell you the off-peak hours, which is from 12:00 to 14:00. If there are not too many people, you may just need a few minutes to pass the border. If you encounter tourist groups or go there during peak hours, then it takes longer time. The best and fastest time is to cross the border during the off-peak hours as I mentioned.
