Andy, the embassy in Russia accepts applications from non-Russian passport holders. Therefore, you can submit your application there. First of all, get the required papers ready, such as your passport, a photocopy of the passport's data page, a filled-out application form attached with your bare-headed photo taken within six months, original and photocopy of your residence permit or stay permit in Russia, and documents showing the itinerary including air ticket booking record (round trip) and proof of a hotel reservation. Then go to the embassy to submit the materials.
